Talks between Mexican Economy Minister Ildefonso Guajardo and U.S. Trade Representative Robert Lighthizer will resume in Washington on Aug. 21 local time to try to resolve the remaining bilateral issues, with the two sides on the verge of reaching a bilateral agreement on automobiles that would require foreign-owned carmakers to produce locally in North America. The ratio would be raised from the current 62.5 percent to at least 70 percent, so that Canada, which has been on hold for weeks in the talks, could return to the negotiating table.
